				<content:encoded><![CDATA[<p>Teacher and occasional teacher (OT) members of the Elementary Teachers’ Federation of Ontario (ETFO) will begin a “phase 2” work-to-rule strike action on the first work day of the 2015-2016 school year.</p>
<p>“We will stay the course to protect teacher professionalism and teachers’ ability to use professional judgment when providing instruction to students,” said ETFO President Sam Hammond. “While we have agreed to return to the bargaining table on September 1, there must be movement at the table towards a fair collective bargaining agreement that respects teacher working conditions and student learning conditions.”</p>
<p>ETFO’s teacher and occasional teacher members will remain in schools to carry out their instructional duties with students and provide voluntary extra-curricular activities. They will not engage in certain activities under phase 2 including:</p>
<ul>
<li>participate in field trips;</li>
<li>collect monies for school-related activities or participate in fundraising activities;</li>
<li>respond to any electronic communication from the principal or vice-principal outside of the instructional day except where there is a safety issue involved;</li>
<li>collect or distribute to students any paperwork required by the school or school board; or</li>
<li>attend open houses or ‘Meet the Teacher” nights outside of the instructional day. (These may occur during the instructional day.)</li>
</ul>
<p>This action is incremental to the administrative work-to-rule strike action that was begun last May that impacts school board and Ministry-related initiatives.</p>
<p>“For six months, the government has stood silently by and done nothing to stop the attempt by the Ontario Public School Boards’ Association (OPSBA) to control every classroom at the expense of every teacher. Its demands are not about improving education for our students. They are about increasing management rights and a desire for control,” added Hammond.</p>
<p>The Elementary Teachers’ Federation of Ontario represents 76,000 elementary public school teachers, occasional teachers and education professionals across the province.</p>
<p><strong>ELEMENTARY TEACHERS’ FEDERATION OF ONTARIO STRIKE PROTOCOL:</strong><br />
<strong>WORK-TO-RULE – PHASE 2</strong></p>
<p>Effective the first working day of the 2015-16 school year, Teacher and Occasional Teachers will:</p>
<p><strong>NOT </strong>act as Teacher Designate or Teacher-in-Charge at any time;</p>
<p><strong>NOT </strong>engage in any electronic communication with the principal or vice-principal outside of the instructional day except in situations that involve a safety concern. (NOTE: This does not include communicating with the principal or vice-principal regarding an absence, emailing of day plans, if required, or any communication to accept or decline occasional teaching assignments);</p>
<p><strong>NOT</strong> collect or distribute to students any paperwork required by the school or board;</p>
<p><strong>NOT </strong>collect monies;</p>
<p><strong>NOT</strong> perform or participate in any activities/meetings/training related to Board Improvement Plan for Student Achievement (BIPSAs) and School Improvement Plan for Student Achievement (SIPSAs);</p>
<p><strong>NOT</strong> participate in board professional development (other than mandatory first aid training, Sabrina’s Law and WHMIS);</p>
<p><strong>NOT </strong>participate in board committees (other than Health and Safety, staffing committees, and School Council meetings), writing teams or curriculum resource development;</p>
<p><strong>NOT</strong> complete the Teacher’s Annual Learning Plan (ALP) unless it is the teacher’s appraisal year;</p>
<p><strong>NOT</strong> attend open houses or “Meet the Teacher” nights outside the instructional day (these may occur during the instructional day);</p>
<p><strong>NOT</strong> plan, organize or participate in fundraising activities; and</p>
<p><strong>NOT</strong> plan, organize or participate in any field trips. Members may continue to take part in life skills activities involving special needs students.</p>
<p><strong>ETFO Phase 1</strong> and <strong>ETFO Phase 1 Update</strong> work-to-rule strike action continues.</p>

<div>In a live streamed speech from ETFO&#8217;s 2015 Annual Meeting earlier today, President Sam Hammond announced that ETFO members would be intensifying their strike action by moving to a &#8220;Phase 2&#8243; work-to-rule (WTR) on the first working day of the 2015-16 school year.</p>
<p>During his speech, President Hammond referenced the demands that have been made by the Ontario Public School Boards&#8217; Association (OPSBA), which include:</p></div>
<ul>
<li>interfering with the self-directed preparation time teachers and occasional teachers need to plan their lessons and prepare specialized plans for students; </li>
<li>having teachers do more testing and less teaching;</li>
<li>taking education support staff away from their classroom responsibilities with students to do non-classroom tasks;</li>
<li>allowing principals the &#8216;flexibility&#8217; to pass over experienced, qualified educators for classroom positions.</li>
</ul>
<div>President Hammond indicated that &#8220;things must change at the central bargaining table quickly. Our provincial Executive has determined that we will stay on course and begin a Phase 2 work-to-rule in addition to the current administrative strike action&#8230;effective the first working day of the 2015-2016 school year.&#8221;</p>

<div><span style="font-size: 12pt; text-decoration: underline;"><strong>Solidarity from Annual Meeting Delegates Regarding Central Bargaining</strong></span></div>
<div>On Wednesday, August 19 delegates to ETFO&#8217;s 2015 Annual Meeting passed a motion of solidarity regarding the current round of central bargaining. The motion is a declaration that the delegation &#8220;is in firm support of the position taken by the [ETFO] Executive and bargaining team against the objectionable items put forward by the provincial government and is in firm opposition to any proposed settlement containing the following items:</div>
<ol type="i">
<li>any language that increases supervision time for teachers;</li>
<li>any language that removes supervision time limits for daily OTs who are called for assignments that are shorter than a full day;</li>
<li>any language that allows for control by principals and school boards over the quantity and timing of diagnostic assessments;</li>
<li>any language that allows for principals to direct how teachers and occasional teachers use their prep time;</li>
<li>any language requiring that ETFO endorse the revocation of Regulation 274 to the Ministry;</li>
<li>the removal of all staffing and hiring language in local collective agreements;</li>
<li>the removal of all entitlements in local collective agreements that are superior to central terms;</li>
<li>language allowing for the work day to go beyond the instructional day (e.g., allowing teachers to be assigned teaching/non-teaching duties before, during and after school by their principal or school board);</li>
<li>changes to sick leave provisions (90% coverage to 85% coverage);</li>
<li>any language allowing principals and vice principals to return to teacher bargaining units and be placed in positions ahead of surplus teachers and occasional teachers and with their seniority intact;</li>
<li>any language allowing for DECEs to be assigned responsibilities outside the FDK classroom at the principal&#8217;s discretion.&#8221; </li>
</ol>

Hammond will be speaking to over 800 delegates at ETFO’s Annual Meeting in Toronto.
